Rather, it is a blog search engine, or "weblogger," that provides users with access to relevant, up-to-date information, by indexing blogs from the web in real-time. Technorati connects users to key weblog authors and their communities, favoring the most popular topics and subjects causing the most commotion. Unlike regular search engines that index pages from the World Wide Web, Technorati targets updates from the "World Live Web," a subset of WWW. With the World Wide Web, content is inactive and static, while the World Live Web caters to dynamic, active content. Therefore, search engines that target this "blogsphere" are able to retrieve information posted on the fly Technorati claims it is able to post this content within approximately 10 minutes of retrieval. Technorati does not operate in the same manner as typical RSS search engines, which only analyze RSS feeds. RSS search engines rely on specially created pages in XML. Instead, Technorati is able to analyze these as well as HTML pages. This is important, because according to Technorati, "Many blogs only send out a small portion or summary of their full postings and leave the full postings on their sites as HTML. Technorati specializes in searching all blogs, not merely those with RSS feeds, and instead of only indexing the RSS feed (often the first few hundred words of an article), Technorati reads all of the HTML code in a blog posting, and also tracks all of the activity around a blog or post such as inbound and outbound links."

One of the ways in which the relevance of a website is determined is by how many sites are linked to it. According to Technorati, "In the world of blogs, hyperlinks are even more significant, since bloggers frequently link to and comment on other blogs, which creates the sense of timeliness and connectedness one would have in a conversation. So Technorati tracks the number of links, and the perceived relevance of blogs, as well as the real-time nature of blogging. Because Technorati automatically receives notification from weblogs as soon as they are updated, it can track the thousands of updates per hour that occur in the blogosphere, and monitor the communities (who's linking to whom) underlying these conversations."

Web-Blogs are personalized, summarized articles of information created for the web, produced on the fly via stream-of-consciousness-style writing, which can be posted and read in real-time. Blogs typically reflect the writer's immediate thoughts on subjects of interest.
